Here's an idea. What if you gave an internet link and a communal computer and camera to third-world villages, and taught them how to produce and sell porn? It doesn't take much training, and only a minimal investment. It seems to be quite lucrative as well.
The money could flow through PayPal, which avoids issues of government corruption. Several million dollars in one lump is an easy target for corrupt bureaucrats. It's much harder to steal when it's spread out as a few thousand dollars in each of a few thousand village accounts.
It's empowering to women, which seems to be one of the current obsessions in alms-giving. If the village's women aren't getting their fair share of the money, the output of hetero porn (far and away the lion's share of the market) dries up.

They appear to be very anal retentive and quick to shut things down if they get even a whiff of something funny going on with an account, and apparantly won't hesitate to shutdown an account in a heartbeat and hold all funds for however long they see fit.
