There are things (it pains me to say) that foreigners do better than Americans. Holding festivals involving fireworks is one of them.

Something similar happened in Reynoldsburg years ago where a 4th of July firework misfired and landed in a crowd of spectators. The shell went off and the shrapnel from the canister killed 1 person.
