We had a local politician here who got angry with AAA over a long wait for a tow truck, and he introduced some bill or another requiring them to arrive within a short period of time or be fined. I couldn’t find it online, but this one is more amusing, and shows the importance of other than RvW cases:

The basis for JD's contention seems to be that people will somehow confuse a rubber toy with an actual bottle of Jack Daniels. Of course, as you've pointed out before, there are people who'll eat Tide Pods.
